Executive Director
Maj. General (Dr. Prof.) Atul Kotwal is a Public Health Specialist and Epidemiologist with 40 years of experience as medical professional, researcher, administrator, educator, mentor and a teacher with significant contributions in the field of public health. His areas of expertise include health systems, planning and implementation of healthcare policies, primary health care, urban health, epidemiology, health technology assessment, implementation research, and inter-disciplinary research. He has received his MBBS, followed by MD in Preventive and Social Medicine from Armed Forces Medical College, Pune. He also holds a post-doctoral fellowship in Epidemiology from Clinical Epidemiology Unit, All India Institute of Medical Sciences and Centre of Social Medicine & Community Health, Jawaharlal Nehru University, New Delhi.
He has extensive experience including his service in armed forces, working at the international level as Advisor to Government of Botswana, and in providing technical support to GoI as OSD (Public Health), Planning Commission where he was involved in planning and finalizing XI Five-year plan, reviewing NRHM and conceptualizing urban health. He has also greatly contributed in the formulation of several other policies and guidelines at the national level.
He has received numerous awards & recognitions over his career span including Sena Medal (Gallantry) and Vishisht Sewa Medal (VSM) from President of India and various other recognitions in the field of research and teaching. He has over 170 publications and has immensely contributed to evidence generation and knowledge sharing through designing and undertaking research and providing academic support in the field of public health and epidemiology.
Vasudha Khanna is an accomplished legal professional possessing Master’s in law. She has an impressive experience of over 10 years across various sectors of the legal domain, coupled with a strong commitment to promoting public health, social justice, and human rights. Her professional journey spans several high-impact roles, showcasing her diverse expertise and dedication to legal excellence.
With an MD (Gold Medal) and DNB in Community Medicine, she has more than 7.5 years of post PG experience of working in Public Health. A former faculty member, she joined NHSRC in May 2021 to contribute to health systems strengthening. Her areas of interest include COVID-19 mitigation & prevention, RMNCAH+N, teaching & training in public health, communication skills, health systems research and health system strengthening through capacity building.
Community Processes-Comprehensive Primary Health Care
A Public Health Specialist with more than 35 years’ experience in Government and non-Government sectors. Graduate and Post-Graduate (MD and DNB - Community Medicine) from Government medical College, Patiala, Punjab. He has worked at various levels with the Government of Punjab before finally superannuating as Director, Health Services. His main work areas include HIV/ AIDS, Maternal and Child Health, Immunisation, NCDs. He has worked with WHO-NPSP for Polio eradication. He was part of A Study Mission to USA for Application of Quality Management in Healthcare; has undergone Advanced Course in Vaccinology (ADVAC) at Annecy, France; was part of Indian delegation to Sri Lanka for ‘Revitalisation of Home Based Records’ and played major role in designing of new Mother Child Protection (MCP) Card. He has been National Trainer for many trainings under NRHM/ NHM, National Trainer for ICD and ICF Training (Govt. of India/ WHO), National Assessor for Cold Chain for Immunisation, National Assessor for NQAS. He has 9 publications as author/ co-author in various journals. He has attended several National and International Conferences and presented more than 25 papers. A National Talent Search Scholar, he is a life member of Indian Medical Association, Indian Association of Preventive and Social Medicine, National Academy of Medical Sciences.
Dr Anantha Kumar Srinivasaiyer pursued his MBBS at Rajiv Gandhi University of Health Sciences and Master of Public Health at Christian Medical College, Vellore and PhD in Public Health at the University of Auckland, New Zealand. For the past ten years, Dr Srinivasaiyer has been involved in grass-root level public health work through projects addressing community behavior change, local capacity building and health policy in India. He is passionate about healthy ageing, noncommunicable disease prevention and control, addiction prevention and treatment, and community mental health. Through his PhD project, Dr Srinivasaiyer designed and tested a model of smoking cessation for its feasibility and effectiveness in a rural healthcare setting in India
Dr. Balu Natha Mote completed his BAMS from Mumbai, Maharashtra. After working as a clinician, he went on to pursue his Masters in Public Health & Social Epidemiology (MPH-SE) from Tata Institute of Social Sciences Mumbai.
He has more than 10 years of varied experience in the field of public health. During his professional journey, he served as State program manager for NCDs in the State of Maharashtra wherein he was instrumental in rolling out NCD programs including the NPCDCS program in the State. He has worked with MoHFW and MoAYUSH at National level. He carries along with himself ground-level implementation experience in the tribal State of Chhattisgarh while working with an International Organization. Having served in tribal, State and National level he has more than 10 research publications in National and International Health journals to his name.

Dr. Jyotsana Makker is an MBA (Health Care Administration) and a graduate in Ayurveda from Delhi University. She has served public and private organizations as clinician, administrator, and trainer. Her public health work involved strategizing for COVID surveillance, reporting, policy making, capacity building of healthcare professionals, and facility assessment. She is passionate about building awareness towards preventive healthcare and wellness.
She has represented India as a special invitee of Government of South Korea at Sancheong World Traditional Medicine Fair 2013, for highlighting the benefits of Auyrveda's ethos of dincharya and ritucharya for a wholesome and healthy approach to leading life.

Ms. Leena Goyal is a public health professional with experience of working with national and state government, non-government organisations and corporates. Over four years of working in the domain, she has gained experience in health policy and planning, proposal development, programme implementation, health advocacy and communications. She holds an MBA in Health Management from IIHMR University, Jaipur.
Dr. Pankaj Grover is a public health specialist with a strong focus on maternal, and child health. He combines his knowledge of Indian medicine (Ayurveda) with expertise in healthcare management. With over 9 years of experience, he had successfully planned, implemented, and monitored public health programs, particularly those related to mothers, newborns, children, adolescents, and nutrition (RMNCAH+N). Dr. Roopesh Gupta is a public health professional with an MBBS degree and an MD in Community Health Administration from Delhi University. He has also completed Healthcare Management studies at ISB. With close to 5 years of experience, he has worked in public health at the national, state, and corporate organizations. Dr Swarnika Pal pursued her MBBS from Mysore, Karnataka, and her MD in Community Medicine from PGI, Chandigarh. With nine years of experience, Dr Pal has worked at all levels of the public health care delivery system, providing clinical health services for individual patient care as well as mitigating community-wide health issues. Her forte focuses on maternal health and non-communicable diseases. She has conducted evidence-based research to strengthen practices in maternal health, including intrapartum care, respectful maternity care and family planning services. Her work also includes conducting implementation research on the NP-NCD Programme in a peri-urban community setting. Dr Priyanka S Shenoy has pursued MBBS from medical college in Mangalore, Karnataka and has completed her MD in Community Medicine from Seth G.S. Medical College and KEM Hospital, Mumbai. She has also cleared her DNB examination. She is a public health and policy professional with over four years of experience in public health, research, monitoring and evaluation, and digital health with a record of collaborating with various stakeholders to improve health systems and implement effective healthcare policies. Prior to this, she was associated with the National Health Authority under the Ayushman Bharat Digital Mission where her role involved providing technical support for the implementation and quality of digital health scheme at both national and sub-national levels, as well as conducting research and data analysis to maintain scheme-related databases. He is a pharmacy graduate and has Master's in Public health from Indian Institute of Public Health Delhi (2016-2018). He has more than 5 years of experience in Public health, majority of which is in Public health research. He has worked under various capacities with renowned organizations such as ICMR-National Institute of Epidemiology, Chennai and Postgraduate Institute of Medical Education and Research (PGIMER), Chandigarh. Dr. Ankur Punia is an experienced public health professional with a wide career in healthcare. Mr. Kannan. With three years of professional experience, he has contributed significantly to the Public Health Policy and Planning division of MOHFW as a Junior Consultant. Prior to then, he made significant contributions to UNICEF's activities in Tamil Nadu, giving critical support for Reproductive and Child Health (RCH) and COVID-19 projects in collaboration with the state government. His areas of expertise include developing and implementing effective health programs, using data to inform decisions, and pushing for policies that improve community well-being. Dr. Syeda Tahseen Kulsum is a Public health professional with over 4 and half years of experience in health systems strengthening, clinical care, and project management. A medical graduate having post-graduate qualifications in Family Medicine, Health Systems Management and Industrial Medicine. He is an elected member of National Academy of Medical Sciences. His illustrious career in the Indian Air Force included a tenure with the Ministry of External Affairs in Oman, where he was commended for his devotion to the service by the His Majesty Sultan of Oman. He also underwent advanced training abroad in Hospital Planning for Nuclear, Biological and Chemical (NBC) warfare. Under a WHO fellowship, he did a pioneering work in the field of Healthcare Waste Management in late nineties, when Biomedical Waste Rules were promulgated in 1998. He anchored formation of Indian Society of Hospital Waste Management in the year 2000.

The SIP had many key Health Sector Reforms (HSR) initiatives, which were later subsumed into the National Rural Health Mission. His deep commitment for the HSR took him to Abu Dhabi for revision of Policy framework at Health Authority Abu Dhabi (HAAD).
Health Quality and Patient Safety are his other passion. Since last 11 years, he leads the efforts for the betterment of Quality of Care (QoC) and patient safety under the NHM.
