Community Process and Comprehensive Primary Health Care Division at NHSRC provide technical assistance to the centre and states to achieve:
- Institutionalization of community led action for health embracing one of the core principles of National Health Mission i.e. “Build environment of trust between people and providers of health services”. It works to realize National Health Policy 2017’s aim of empowering community to become active participants in the process of attainment of highest possible levels of health.
- Universal Health Coverage delivering Comprehensive Primary Health Care through Ayushman Bharat- Health and Wellness Centres.

"The community should emerge as active subjects rather than passive objects in the context of the public health system" - NRHM Framework for Implementation, MoHFW, GoI, 2005-2012To achieve this goal, several program components – such as the Accredited Social Health Activists (ASHAs), the Village Health Sanitation and Nutrition Committee (VHSNC) in villages, Mahila Arogya Samitis (MAS) in urban areas, Jan Arogya Samitis (JAS) and Rogi Kalyan Samitis RKS in public health facilities are institutionalized to promote Community Action for Health (CAH). These programs aim to empower community to realize their health rights and actively engage them to improve health status of the country.
Comprehensive Primary Health Care
National Health Policy 2017 denote the important change from selective to comprehensive primary health care packages. The Policy envisioned "Health and Wellness Centres" as facilities which will provide larger packages of comprehensive primary health care.Ayushman Bharat (AB) is an attempt to move from a selective approach to health care to deliver comprehensive range of services spanning preventive, promotive, curative, rehabilitative and palliative care. In February 2018, the Government of India announced that 1,50,000 Health & Wellness Centres (HWCs) would be created by December 2022, by transforming existing Sub Health Centres and Primary Health Centres to deliver Comprehensive Primary Health Care and declared this as one of the two components of Ayushman Bharat. This was the first step in the conversion of policy articulations to a budgetary commitment
AB-HWC will enable the expansion of the package of services that go beyond Maternal and Child Health to include care for non -communicable diseases, palliative and rehabilitative care, Oral, Eye and ENT care, mental health and first level care for emergencies and trauma.
NHSRC provides technical assistance to the Ministry of Health and Family Welfare in developing policy frameworks, program guidelines and the states in the implementation of the programs.
