National Health Systems Resource Centre (NHSRC) has been set up under the National Rural Health Mission (NRHM) as an autonomous registered society, to channelize technical assistance and capacity building support to the states for strengthening the public health system. The NHSRC is also mandated to contribute towards National strategic health planning and programme design. Work at NHSRC is organised around seven divisions, namely - Quality Improvement, Public Health Planning, Public Health Administration, Healthcare Financing & Healthcare Technology, HMIS and Human Resources for Health.

NHSRC intends recruiting Sr Consultant/ Consultant (Quality Improvement) purely on contractual basis with either party giving one months notice to each other for cessation of the contract.

Location: New Delhi with requirement of extensive travel to states & districts. Travel could be upto 50% of time in a month.

Summary of the Position

After recent launch of ‘Operational Guidelines for Quality Assurance in Public Health Facilities’, there is a need for fast roll-out of the programme in all states and union territories of the country. It entails taking various actions at various levels – Advocacy, customisation of the check-lists for meeting needs of states in attaining Quality Standards, conduct of workshops & seminars, assisting the health facilities with gap-closure action, and facilitating the certification process at identified health facilities in states.

The envisaged task for the incumbent is intellectually challenging and stimulating, as none of two situations are same. S/he should be self-starter and motivated, have capacity to work un-supervised.

The incumbent would be expected to work with NHSRC Quality team and Quality Assurance units at State & District level. Thus, the incumbent is expected work at many levels, of which, few are given below –

  1. Function as a resource in QA trainings

  2. Drafting & Report writing

  3. Development & review of check-lists for quality assessment of various types of health facilities – The check-lists would be in alignment with the guidelines of National Health Programmes and National Health Mission

  4. Technical Assistance to states & districts in Operationalisation of States and Districts Quality Assurance Units, including conduct of the trainings

  5. Development of training modules and training material, for the participants

  6. Facilitate empanelment of External Assessors by the States and NHSRC

  7. Facilitate conduct of the Internal and External Auditors

  8. Any other function, as allotted by Advisor – Quality Improvement

For achieving above-mentioned deliverables the applicant is expected to possess following qualifications & experience –

Essential

  1. Medical / Dental/ Ayush degree from a recognised institute

  2. At least two years (for the post of consultant) / five years (for the post of Senior Consultant) Experience of working on Quality Assurance Projects, which had resulted into certification / accreditation of hospitals to a recognised quality system such as ISO 9001/ NABH/ JCI/ NABL

  3. Excellent Communication skills – Writing & Verbal

  4. Age – Less than 40 years for the post consultant, & less than 50 years for the post of Sr Consultant

  5. Proficiency in MS Office package

 Desirable -

  1. Advance Qualification in Hospital/ Health Management from a recognised institute

  2. Recognised Qualification in a Quality System

  3. Experience of working in a hospital’s administration department

  4. Ability/willingness to join the organisation within a month of selection.

Terms of Reference

1.       Formulating technical specifications for devices

2.       Technical assistance towards identification of cost-effective medical devices

3.       Assessment of safety data for devices

4.       Analysis of data/market research on device costs and pricing

5.       Undertaking secondary data research study on device efficacy.

6.       Providing technical assistance on device benefits, life time costs to patients and therapy groups with clear understanding of methods of identify risk groups.

7.       Undertaking health technology assessments

8.       Undertake other assignments, which may be assigned from time to time in the division or required by Executive Director.

Eligibility:

• Graduation in Bio-medical engineering/clinical engineering, a post-graduation in bio-medical engineering/clinical engineering is desirable.
• Published work in the area of devices/clinical research/systematic reviews or meta-analysis of published studies/trials on devices.
• At least 2 years of post-qualification work experience in analytical roles specializing in device validation/evaluations desirable.
• Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, Power Point & Web surfing to search relevant data & documents.
• Familiarity with any one computerized analytical systems such as Triage is highly desirable.
• Excellent communication and presentation skills, analytical and interpersonal abilities, excellent oral and written communication skills in English.
• Demonstrated ability to work in a multi-disciplinary team environment.
• Knowledge in Health systems development desirable.
• Willingness to travel to states & districts to collect technical information and ability to subsequently synthesize information into research evidence.
• Age up to 40 years

TOR - Executive Director

Eligibility and Qualifications

1. A- ESSENTIAL:

  1. Post Graduate Medical or Public Health Qualification or MBA from an institution of repute with specialization in Health Management / Public Health Management / General Management /Masters in Social & other Sciences / Public Policy / Public Administration with a minimum of 20 years of post-qualification work experience of which at least 10 years is in an area of public health or health systems strengthening, preferably in a leadership position.
  2. Excellent communication, writing & presentation skills, analytical and interpersonal abilities, fluency in English and atleast one other Indian language.
  3. Demonstrated ability to work in a multi-disciplinary team environment and also taking initiative.
  4. Capacity to effectively co-ordinate and partner with different levels within Central andState Governments, academic and research institutions, civil society & other stakeholders for the implementation of public health programmes.

1. B- DESIRABLE:

  1. Proven track record to lead health sector reforms and assist National and / or State Governments with various forms of technical assistance to build capacity for implementation of Public Health Programmes.
  2. Working Knowledge of Hindi.

2. Role and Responsibility

The Executive Director will be over-all-in-charge of the NHSRC including co-ordination of technical inputs from other experts of the NHSRC and co-ordination with all the States/UT's and the Programme Divisions of MoHFW. She/He will:

  1. As 'Member Secretary' of the Society registered as NHSRC, be responsible for looking after all the business of the Society.
  2. Lead the team to undertake situational analyses of different components of health sector and different health programmes with complete involvement of states / UT's and contribute evidence to policy making.
  3. Guide the preparation of policy proposals for organizational capacity building and reform at the State, District and Sub-District levels, institutionalization of integrated planning and management, strengthening and streamlining of financialmanagement systems, strengthening and streamlining of procurement and logistics,standardization of norms (services, staffing and infrastructure) at the primary and secondary levels, strengthening and streamlining of Health Management Information System (HMIS) and M&E.
  4. Lead and guide senior advisors and consultants to assist the States in development of social mobilization campaign for community involvement and Behaviour Change Communication (BCC) strategy.
  5. Lead & facilitate development of the institutional mechanisms for local planning and community processes, including training and orientation of PRIs and other local government structures, community health volunteers, village committees etc.
  6. Lead NHSRC to analyse the skill requirements for public health programmes and strengthened health systems indifferent states and create framework for capacity building for Health Human Resource Development in Central and State Governments.
  7. Develop NHSRC capacities to
    1. anticipate, plan and develop strategies and engineer sector reforms in all their diversity and complexity.
    2. provide technical support to states to establish SHSRC and build the capacity of existing SHSRC
  8. Help mobilize technical assistance for states including the preparation of Terms and Reference, inviting proposals  applications and facilitating recruitment/ selection etc.
  9. Ensure excellence in programme management and evaluation, including financial management programmatic excellence, rigorous program evaluation, and consistent and high quality of finance and administration, recommend timelines and resources needed to achieve the strategic goals
  10. Actively engage and energize Council members, sub-committees, partner organizations, and others
  11. Develop, maintain, and support a strong Governing Body: serve ex-officio onallcommittees, seek and build GB involvement with strategic direction for operations
  12. Lead, coach, develop, and retain a high-performance senior management team
  13. Ensure effective systems to track scaling progress, and regularly evaluate program components, so as to measure success that can be effectively communicated to the board, funders, and other constituents
  14. Ensure that the organization has a long-range strategy which achieves its mission, and towards which it makes consistent and timely progress.
  15. Maintain official records and documents, and ensure compliance with government regulations
  16. Maintain a working knowledge of significant developments and trends in the field.
  17. Undertake such other assignment, which may be assigned by from time to time by the GB/EC of NHSRC and by MoHFW.

Reporting: The Executive Director as a member secretary will report to the Governing Body for all the business of the Society and will also report to the Mission Director, NHM,Government of India.

Age Limit: Preferably between 45 to 60 years. Relaxable in exceptional cases.

Remuneration: A competitive remuneration package will be provided to the selected candidate.

Tenure: up to 31st March, 2017.

TOR Fellow HMIS

The National Health Systems Resource Centre (NHSRC) is created under the National Rural Health Mission (NRHM), Ministry of Health & Family Welfare, Government of India, to act as the nodal agency for Technical Assistance (TA) to central and state governments for effectively implementing NRHM, with specific focus on systems strengthening and capacity development.
Fellows (HMIS) will be based in a State headquarters and will report to the Mission Director NRHM in the State or to person assigned by him and to HMIS leader at NHSRC. The fellow should primarily provide technical assistance in HMIS. Should be ready to travel to district and block headquarters for at least 10 days in a month.

Job responsibilities of the fellow in the State will be as follows:

  1. Identify and address data quality (completeness, accuracy, timeliness of reports) issues in State.
  2. Building capacity for use of information at district and sub-district levels as well as at state level.
  3. Preparing and building systems for regular data analysis and provision of HMIS feedback reports to concerned programme officers to State, district and sub-district level of.
  4. Assessing training needs at various levels within the State (State ,District ,Block etc)
  5. Facilitating planning, organizing and conduct of capacity building of various officials in HMIS.
  6. Ensuring review of HMIS tools and registers, rationalization of data elements to align them with State and National level data requirements.
  7. Ensure availability of resource materials in HMIS at district and levels below.
  8. Ensure development of a competent core HMIS team at State and district level to provide needsbased HMIS training to health facilities and follow up implementation of HMIS.
  9. Promoting use of HMIS data for evidence based planning.
  10. Facilitate technical assistance by NHSRC in other areas of health informatics.
  11. Other work as may be assigned by HMIS team leader at NHSRC.

Educational Qualification for fellowship:

Candidates with the following educational qualifications from recognized universities are eligible to apply for fellowship

  1. Any graduate with Master Degree in Public Health/MBA in any Health discipline.
  2. The candidate should be willing to travel extensively.

Skill Required:

  1. Excellent communication skills (including written and presentation skills) in English.
  2. Computer proficiency including MS Office (Word/ PowerPoint and advance excel skills.
  3. Ability to complete multiple tasks under pressure and work in a multi cultural team environment.
